BRUSSELS/MADRID (Reuters) - The European Commission threw Spain, the latest frontline in Europe's debt war, two potential lifelines on Wednesday, offering more time to reduce its budget deficit and direct aid from a euro zone rescue fund to recapitalize distressed banks.

Spanish government borrowing costs lurched higher and the Madrid stock market hit a nine-year low with investors rattled by the parlous state of its banking sector fleeing to the relative haven of German bonds.

EU Economic and Monetary Affairs Commissioner Olli Rehn said Brussels was ready to give Spain an extra year until 2014 to bring its deficit down to the EU limit of 3 percent of gross domestic product if Madrid presents a solid two-year budget plan for 2013-14, something it has committed to do.

The concession, which Madrid has not publicly requested, was on condition that Spain effectively reins in overspending by its autonomous regions, makes further financial sector reforms and recapitalizes its troubled banks.

While the Commission is responsible for proposing laws, it is member states that decide whether to adopt them.

EU paymaster Germany has so far firmly opposed any collective European banking resolution and guarantee system or any use of bailout funds without a country having to submit to a politically humiliating EU/IMF austerity program.

Rehn said there were no grounds for giving Italy a similar extension to balance its budget, due in 2013, since unlike Spain its economy is forecast to start growing again next year.

In an economic policy document which laid out some of the dramatic policy proposals which analysts say are needed to tackle the debt crisis, the European Union's executive arm said the vicious circle of weak banks and heavily indebted states lending to each other must be broken and called for a banking union in the euro zone.

Commission President Jose Manuel Barroso said tighter euro zone integration could include a joint bank deposit guarantee scheme to prevent a bank run and euro area financial supervision, saying the mood had changed since member states unanimously rejected a joint deposit guarantee fund only months ago.

"In the same vein, to sever the link between banks and the sovereigns, direct recapitalization by the ESM (European Stability Mechanism) might be envisaged," the report said.

Permitting the ESM to lend directly to banks would require a change to a treaty in the midst of ratification by member states that might come too late for Spain's needs. Spanish premier Mariano Rajoy backs the idea but Rehn appeared cool to it.

"Direct disbursements to banks are not foreseen as such in the treaty, and therefore this is not an available option ... in terms of direct recapitalization," Rehn told reporters.

Spain's banking woes - the result of a burst property bubble aggravated by recession - have combined with growing uncertainty about Greece's survival in the euro zone to reignite Europe's sovereign debt crisis. That drove the euro to a two-year low below $1.2450, while European shares also fell after Italy had to pay heavily to sell bonds.

Madrid said its bank rescue fund would issue bonds to inject funds into nationalized lender Bankia, but that looks expensive with 10-year borrowing costs at 6.65 percent near their euro era peak and close to levels at which Ireland and Greece were forced to seek international bail-outs.

Investors unnerved by Spain's deepening financial crunch pushed Italy's funding costs sharply higher at a bond sale, with 10-year yields topping 6 percent for the first time since January.

HEIGHTENED ANXIETY

A sudden economic deterioration in Europe would pose a serious threat to the U.S. economy and hence to President Barack Obama's re-election prospects in November.

Rajoy has insisted his government has no intention of seeking an EU/IMF bailout either for its banks or for the state.

But the abrupt resignation of Bank of Spain Governor Miguel Angel Fernandez Ordonez on Tuesday, a month before his term was due to end, added to doubts about the handling of the Bankia crisis and relations with European institutions.

Highlighting Spain's difficulty in meeting fiscal targets while gripped by a deep recession, the outgoing central bank chief said tax revenue may fall short of government estimates and spending may be higher than expected.

He recommended bringing forward a rise in value-added tax set for 2013 if the deficit objective goes off track this year.

In its country report on Spain, the Commission said the latest banking reform presented this month did not go far enough and needed to be strengthened to include provisioning on mortgages and lending to small businesses.

It also warned that unless policies are changed, Spain's debt will spiral to 100 pct of GDP by 2020. Madrid had one of the lowest debt ratios in the euro zone before the crisis at about 35 percent of GDP.

The two-term member of Congress said the Republican plan for economic growth "emphasizes long-term growth" and not "short-term stimulus."

Central to the Republican's economic plan is developing American oil and gas production, including the construction of the XL Keystone pipeline.

Negotiations between Iran and the United States and other members of the P5+1 group in Baghdad ended in fundamental disagreement Thursday over the position of the P5+1 offering no relief from sanctions against Iran.

The two sides agreed to meet again in Moscow Jun. 18 and 19, but only after Iran had threatened not to schedule another meeting, because the P5+1 had originally failed to respond properly to its five-point plan.?

The prospects for agreement are not likely to improve before that meeting, however, mainly because of an inflexible U.S. diplomatic posture that reflects President Barack Obama?s need to bow to the demands of Israel and the U.S. Congress on Iran policy.?

The U.S. hard line in the Baghdad talks and the failure to set the stage for an early agreement with Iran means that Iran will not only increase but accelerate its accumulation of 20-percent enriched uranium, which has been the ostensible reason for wanting to get Iran to the negotiating table quickly.?

Iran?s enrichment to 20 percent, which Tehran has justified over the past two years as needed by its Tehran Research Reactor to produce medical isotopes, can be turned into high enriched uranium more quickly than the 3.5 percent enriched uranium for Iran?s nuclear power program.?

But although Iran has let it be known that it is open to making a deal to end its 20 percent enrichment and even to let go of its stockpile if offered the right incentive, the Obama administration has opted not to go for such a deal by refusing to offer any corresponding reduction in sanctions.?

The U.S. demand for the closure of the Fordow facility, which is now under surveillance by the International Atomic Energy Agency (IAEA), was a direct response to pressure from Israel. Prime Minister Benjamin Netanyahu declared that demand one of his ?benchmarks? for the talks on Mar. 2.?

In discussions with the U.S. in late March, Defense Minister Ehud Barak insisted on the closure of Fordow as one of the Israeli demands, as he revealed Apr. 4. That was a quid pro quo for Israeli acceptance of a focus in the first stage on halting Iran?s uranium enrichment to 20 percent rather than demanding an end to all uranium enrichment, as Reuters reported Apr. 4.?

That agreement clearly implied that the Obama administration would do nothing to dismantle any sanctions against Iran unless Iran ended all uranium enrichment.?

The administration?s refusal to entertain any removal of sanctions as part of its diplomatic strategy with Iran also recognized the fact that it would have to pay a steep political price merely to request any change in sanctions legislation and would be unlikely to prevail over the deeply entrenched interests of Israel in both houses.?

After being lobbied by 12,000 activists attending the conference of the American Israel Public Affairs Committee (AIPAC) in March, the House of Representatives passed a resolution demanding a policy of preventing Iran from having a ?nuclear weapons capability? by a vote of 401-11.?

The U.S. understandings with Israel were sharply at odds with a deal with Iran based on a ?step by step? approach which had been proposed by Russian Foreign Minister Sergei Lavrov. Under that approach, each move by Iran to satisfy Western concerns about its nuclear program should be rewarded by a relaxation of sanctions.?

As Michael Adler revealed in The Daily Beast Mar. 7, however, the Obama administration was unwilling to reduce sanctions gradually as the Russians wanted. Adler?s account implied that it could only come at the end of the process in response to a complete suspension of all uranium enrichment by Iran as a ?confidence building measure?.?

For Iran, 20 percent enrichment has been largely an exercise in increasing its bargaining leverage with the United States by creating a level of enrichment that the U.S. has said is threatening.?

Iran has made a series of policy statements since it began that enrichment suggesting that the objective has been to trade those bargaining chips for negotiating concessions that would benefit Iran ? mainly moves to reduce sanctions and the recognition of its right to enrich.?

The demand that the 20 percent enrichment be ended and that Fordow facility be closed without any easing of economic sanctions would represent a double diplomatic defeat which Iran has strenuously rejected.?

?Giving up 20 percent enrichment levels in return for plane spare parts is a joke,? Iranian analyst Hasan Abadini was quoted as saying.?

There was some discussion before the Baghdad meeting, initiated by Europeans, of at least offering to suspend a European ban on insuring oil tankers, which threatens some of Iran?s oil trade with Asian countries, in conjunction with a deal, according to the New York Times May 18. But that was evidently rejected by Washington.?

The U.S. rejection of the ?step by step? approach in favor of a stance that leans heavily toward Israeli preferences leads to apparent contradictions in U.S. policy.?

That stance is sharply at odds with the official U.S. stance suggesting ending Iran?s 20 percent enrichment is an urgent requirement. A senior U.S. official was quoted by Associated Press Thursday as saying, ?We are urgent about this, because every day we don?t figure this out, they keep going forward with a nuclear program.??

The contradiction was further highlighted by reports that Iran is further increasing its capability for 20 percent enrichment at the Fordow facility. A Reuters story from Vienna Thursday said that Iran may have already put 350 more centrifuges into Fordow since February, on top of the almost 700 already operating there.?

Associated Press reported a senior U.S. official in Baghdad explaining that sanctions were likely to increase the pressure on Iran to agree to U.S. terms in the next round of talks. ?Maximum pressure is not yet being felt by Iran,? the official was quoted as saying.?

But few diplomatic observers believe that Iran?s Supreme Leader, who makes the crucial decisions, could afford to bow to the U.S. demands as presented in Baghdad.?

Meanwhile, the U.S. strategy of drawing out the talks to wait for the impact of sanctions to work on the Iranians allows Iran to continue adding ?facts on the ground?.?

Ironically, U.S. strategists have argued publicly in the past that Iran was using negotiations to ?play for time? while it increased its nuclear capabilities.?

In another seeming contradiction between U.S. diplomatic posture and its declared interest in ensuring that Iran prove the non-military character of its nuclear program, U.S. officials dismissed as irrelevant the news that Iran and IAEA Director General Yukia Amano are close to an agreement on the terms of Iranian cooperation in clarifying allegations of past nuclear weapons work.?

A ?senior U.S. official? said the United States welcomed the signs of progress, but then carefully differentiated the purpose of the P5+1 negotiations and those of the IAEA, according to Al-monitor May 22.?

?The IAEA is about accounting for the past and for naming what is,? the official explained. ?It is not about what is the nature of Iran?s nuclear program and what will Iran?s nuclear program look like going forward, and will it be peaceful.??

That statement abruptly reversed previous U.S. insistence that Iran?s cooperation with the IAEA represented a central element in a diplomatic settlement of the conflict over Iran?s nuclear program?

The idea that U.S. negotiations with Iran would not be affected by whatever it did to prove allegations of past nuclear weapons work wrong implies that Washington is firmly committed to its present diplomatic course mainly in order to placate Israel and the U.S. Congress.

London, May 26: The number of officials of a local Afghan militia is set rise, who would serve as a replacement of international troops after their withdrawal from Afghanistan in 2014, it has emerged.

An Afghan security force Afghan Local Police (ALP), which has previously faced corruption allegations, is to be doubled in size as the West embarks on its exit path from the war.

Coalition commanders say the government militia, has proved to be highly effective in combating the insurgency in their own back yard, and it needs to be strengthened.

The ranks of the Afghan Local Police (ALP) are set to rise from the current 15,000 to 30,000 as international troops begin preparations for a withdrawal in 2014, a deadline reiterated at this week?s international summit in Chicago.

Officials in Kabul, who strongly refuted charges of malpractice against the force, claimed that the numbers should be further augmented by another 10,000 if necessary.

According to The Independent, senior officers have warned that too hasty a reduction would prove damaging at a difficult time with fledgling Afghan forces taking over control of security throughout the country.

The ALP was set up by General David Petraeus when he commanded Isaf (the International Security Assistance Force) in Afghanistan. It is partly modelled on militias, which turned the tide against the Iraqi insurgency when he was leading Coalition forces in that country.

However, Sami Sadaat, a security analyst and former policy analyst in the Ministry of the Interior, warned saying, ?We must be careful of what we are creating.?

He claimed that in some southern parts of the country the local police ?are taking the law into their own hands, beating people and taking money. Yes, they helped remove the Taliban. But in a way they replaced them by doing these kinds of things.? (ANI)

The School of Communications in Dublin City University is Ireland?s leading school of communications and media studies, and is now making a number of new Lecturer appointments from 1 September 2012.

We welcome all good quality applicants, but the school has particular needs in the following areas and that will be a factor in short-listing and final selection ? social media, audience reception, journalism, audio performance, animation and narrative scriptwriting.

The School of Communications:

The School of Communications has three undergraduate programmes: the B.A in Journalism, the B.A. in Communications Studies and the B.Sc. in Multimedia. In addition it has seven taught postgraduate programmes: the M.A. in Film and Journalism, the M.A. in Journalism, the M.A. in Political and Public Communications, the M.Sc. in Multimedia, the M.Sc. in Science Communication, the M.A. in International Journalism Studies and the M.A. in International Communications. The School has experienced a significant rise in the numbers of students in both its undergraduate and post graduate programmes.

The school is committed to high quality research and supports its staff in such work. The school has led research programmes funded by the Irish Research Council for Humanities and Social Sciences, the EU and other national and international donors. The School has established and developed research interests in the history, ownership and regulation of the media, in journalism practice, the uses of new media, political communication, interculturalism and the representation of gender in screen media.

The Successful Candidate

Applicants must have a Ph.D., experience of high quality teaching in communications and a demonstrated commitment to research as seen in publication of articles in well regarded academic journals and/or books in leading academic presses.

The successful candidates will be expected to make a significant contribution to the research and teaching profile of the School. The successful candidates will be expected to play a role in the development and delivery of the School?s taught programmes and in the identification and delivery of new programmes in their specialist area. The school offers excellent opportunities for candidates to teach within their own area of research specialization and to supervise PhD candidates.

The successful candidate will be expected to be committed to publication in well-regarded, international academic peer-reviewed journals and they will also be expected to contribute to the ongoing development of the research programmes in the school.

During every presidential election cycle, a big deal is made over a party's nominee's decision about a running mate. This time around will be no exception. Many in the media have dubbed Mitt Romney the presumed GOP presidential nominee since with the withdrawal of his nearest opponent, Rick Santorum, from nomination race. They are now waiting breathlessly for his choice of a vice presidential running mate, even though his party's convention is still about four months away.They act as if this choice actually means something ? which it doesn't. But they never seem to learn. It's been proven over and over again that voters do not cast their votes for a presidential candidate based on his choice of a vice presidential candidate. It's always other issues such as the economy, war, or potential Supreme Court appointments that really resonate with voters.

Yet the American news media continues to ignore this fact.

If there was ever a year that should have done away once and for all with the myth that a vice presidential selection meant something, it was 1988. That was the year when George H.W. Bush and Michael Dukakis were the nominees of their respective parties. Bush selected Dan Quayle as his running mate, while Dukakis chose Lloyd Bentsen as his.

Although I thought Quayle was a great choice (and have always thought he would make a fine president), most of the country did not agree. The polls indicated that they believed his selection was a disaster on the part of Bush. Quayle was a relative newcomer to the U.S. Senate, and there were many who questioned his fitness for the second highest job in the land. There were some who even questioned his intelligence.

On the other hand, most Americans hailed Bentsen's selection as a sensational choice on the part of Dukakis. Bentsen was an experienced U.S. Senator who was well-respected on both sides of the political aisle. Bentsen was a viewed as a man who was almost beyond reproach. He had few critics. He out-dueled Quayle in one of the most memorable vice presidential debates of all-time.

Yet none of this could stop Bush from routing Dukakis in one of biggest landslides in presidential election history. And the interesting part is that Bush was never and has never been seen a particularly strong or charismatic politician. His vice presidential "liability" should have brought him down, but it clearly didn't. Apparently, it didn't even cut one iota into Bush's margin of victory.

But during the very next presidential election in 1992, they were once again waiting with baited breath for Bill Clinton's choice of a running mate, which ultimately turned out to be Al Gore. Yes, Clinton won, but he would have won no matter whom he would have chosen. Bush had already sealed his fate by raising taxes after he had promised not to.

Obviously, the choice of a vice presidential candidate should always be met with yawn ? not a breaking news report.
