Target to match some rivals' online prices year-round

(Reuters) - Target Corp said on Tuesday it will match on a year-round basis the prices found on the websites of key rivals Amazon.com Inc, Best Buy Co Inc, Wal-Mart Stores Inc and Toys R Us, its latest tactic to hold onto shoppers focused on price.

The move extends an online price-matching program that Target introduced over the holiday season and which was supposed to last only from November 1 to December 16. It also comes after Target last week reported flat sales growth in December at stores open at least a year.

"I think this is largely symbolic, it's akin to removing the Kindle from their stores," said Wells Fargo analyst Matt Nemer, referring to Target's decision to stop selling Amazon's tablet devices last year.

In November, Chief Executive Gregg Steinhafel said Target was not seeing a lot of price-match activity in its stores.

"It's not likely to have a huge impact on financials or customer behavior," said Nemer, who noted that customers are not likely to go to Target's guest services desk for a refund for just a small difference in price.

Also, much of what Target sells, such as apparel and accessories, is exclusive to the store, so there would be no comparable prices from competitors.

But Target will now also match prices year-round from its own website in its stores.

Nemer called that "a really important step," saying it removes confusion for customers who sometimes see different prices for products such as televisions in stores and online.

While shopping online has grown rapidly in recent years, it still represents a small fraction of overall shopping in the United States. Target's policy of matching online prices differs from policies at several chains, which match only printed advertised prices for items sold at stores.

Target said that throughout the year it will match the price when a customer buys an eligible item at one of its stores and finds the same item at a lower price in the following week's Target circular or in a local competitor's printed ad. It will also match the price if the customer finds the same item at a lower price within a week on Target's website or the websites of Amazon, Walmart, Best Buy and Toys R Us.

Amazon says it offers competitive prices and does not offer price matching when an item's price drops after a customer buys it, with the exception of televisions. Walmart matches the prices of print ads from competitors and said it has no plans to change its policy. Walmart also says it checks the prices of 30,000 items at competing chains each week to make sure it has the lowest prices.

Best Buy matches the price from a local competitor's store, a local Best Buy store or its own web site. Toys R Us matches in-store prices and certain online prices.

Shares of Target were down 60 cents at $60.70 in afternoon trading on the New York Stock Exchange.

US stocks slip ahead of earnings season kickoff

Stocks are falling on Wall Street as traders wait for corporate earnings reports to start rolling in.

The Dow Jones industrial average was down 65 points at 13,318 at midday Tuesday. The Standard & Poor's 500 index fell seven points to 1,453. The Nasdaq composite index fell 17 to 3,081.

Aluminum maker Alcoa becomes the first company in the Dow average to report earnings after the close of trading.

Other companies that have begun reporting turned in mixed results.

Yum brands, the parent company of KFC, Taco Bell and Pizza Hut, dropped after reporting problems with a chicken meat supplier.

Monsanto, an agricultural products maker, soared after reporting sharply higher earnings thanks to booming sales of crop seeds in Latin America.

As part of its continued commitment to rigorous oversight of oil and gas activities in the Arctic, Secretary of the Interior Ken Salazar today announced that the Department has launched an expedited, high-level assessment of the 2012 offshore drilling program in the Beaufort and Chukchi Seas to review practices and identify challenges as well as lessons learned. The review, which is expected to be completed within 60 days, will pay special attention to challenges that Shell encountered in connection with certification of its containment vessel, the Arctic Challenger; the deployment of its containment dome; and operational issues associated with its two drilling rigs, the Noble Discoverer and the Kulluk.

The review is consistent with the Administration?s commitment to safe and responsible exploration for energy resources in the Artic and will help inform future permitting processes in the region. The United States Coast Guard will provide technical assistance for the review.

?Developing America?s domestic energy sources is essential for reducing our dependence on foreign oil and creating jobs here at home and the Administration is fully committed to exploring for potential energy resources in frontier areas such as the Arctic,? said Salazar. ?Exploration allows us to better comprehend the true scope of our resources in the Arctic and to more fully understand the nature of the risks and benefits of development in this region, but we also recognize that the unique challenges posed by the Arctic environment demand an even higher level of scrutiny.?

The review of Shell?s Arctic activities will be led by Interior?s Bureau of Ocean Energy Management (BOEM) Director Tommy Beaudreau, who has been selected to serve as the Acting Assistant Secretary for Land and Minerals Management. The review will look at Shell?s safety management systems, its oversight of contracted services, and its ability to meet the strict standards in place for Arctic development.

?As part of our Department?s oversight responsibilities, our review will look at Shell?s management and operations in the Beaufort and Chukchi Seas,? said Beaudreau. ?We will assess Shell?s performance in the Arctic?s challenging environment.?

During limited preparatory drilling operations last season, Shell constructed top-hole sections for one well each in the Chukchi Sea and the Beaufort Sea. BSEE conducted unprecedented oversight and had inspectors present onboard each Shell rig around the clock throughout those operations.

?The Bureau of Safety and Environmental Enforcement demands operators make safety at all levels at all times their number one priority, and we expect the highest level of performance from operators in the Arctic,? said BSEE Director James A. Watson. ?As we oversee historic domestic drilling, BSEE will continue its unprecedented oversight of drilling activities in the Arctic and we will continue to hold anyone operating in public waters to the highest safety and environmental standards.?

In the wake of the Deepwater Horizon tragedy, the Obama Administration put in place significant new safeguards to protect the environment and the workers onboard offshore drilling rigs. These new safety measures include heightened drilling safety standards to reduce the chances that a loss of well control might occur in the first place, as well as a new focus on containment capabilities in the event of an oil spill.

As part of the Obama Administration?s all-of-the-above energy strategy, domestic oil and gas production has grown each year the President has been in office, with domestic oil production currently higher than any time in nearly a decade and natural gas production at its highest level ever. ?Omarosa and Piers Morgan, they don?t like each other. Still,? said Lil Jon, who finished fourth?in ?Celebrity Apprentice 4.?

?(Morgan) said he came back this season solely to torture me, and that?s what he did, episode after episode,? said Omarosa, who finished in eighth?place in season one of ?The Apprentice,? and first faced off against Morgan in season seven, the first celebrity edition. ?Piers is a mean, nasty person. He was so nasty. I'm not exaggerating.?

Returning competitor Stephen Baldwin backed her to an extent. ?It goes without saying, Piers is Piers,? he said. ?He?s kind of good at getting in there and annoying people and causing a little bit of controversy.?

Morgan, who was not present at Sunday?s panel, isn?t returning to try to win the $250,000 grand prize for a charity of his choice, but instead, as the winner of the first ?Celebrity Apprentice,? he?s back to advise boss Donald Trump.

Baldwin, who finished in fifth place in his season, said one of the ?coolest? things about this all-star cast was that everyone had played before. But that didn?t make things exactly peachy. ?For me there was a level of terror involved because the only person that I really liked during this process was (country star) Trace (Adkins),? he said. ?It is the psychology of it. The only people I trusted was ? no one.?

For Omarosa, that ?no one? included Baldwin himself. ?He came in on day one, his mind was turning,? she said of her fellow competitor. ?You know what his approach was? Stephen Baldwin will stab you in the front as opposed to the back! You watch!?

Adkins, who was the runner-up in the first ?Celebrity Apprentice,? isn?t a fan of all the drama. ?(Participating in the show) puts me in a position where I?m forced to tolerate individuals I wouldn?t normally tolerate. I don?t live my life like that,? he said. ?I don?t like to spend time around people I abhor.?

But he also added that it wasn?t quite like that this second time around. ?This (show) at least has a shred of nobility because of the charitable aspect. That?s the only reason I even consider doing stuff like this,? he said.

Executive producer Page Feldman said the show raised about $3 million dollars.

?About $30 went to charity,? joked Penn Jillette.

?All-Star Celebrity Apprentice? premieres March 3 at 9 p.m. on NBC. Other contestants include Gary Busy, Lisa Rinna, Marilu Henner, Brett Michaels, Dee Snider, Claudia Jordan and Brande Roderick.

Va. Apple Grower Finds Core Business in Cuba ? CBS DC

WINCHESTER, Va. ? Improving trade relations with Cuba over the past decade has helped boost revenue for Virginia farmers and other agricultural-based enterprises, including a local apple company.

Phil Glaize, whose family has been in the apple business for more than 70 years, began working with the state government and ALIMPORT ? Cuba?s food import agency ? to export apples from Frederick and Shenandoah counties to the Caribbean country about six years ago.

The number of apples Glaize exports to Cuba has been up and down over the years, he said, but the company sent about 7,000 cases ? approximately 875,000 apples ? to the country in 2012.

The price Glaize gets for his fruit in Cuba is better than what he would get from an apple processing plant, but lower than at a U.S. grocery store.

He estimated that apple exporters in Virginia sent about $1 million in apple products to Cuba this year.

?It?s revenue from apples that we would have limited sale for otherwise,? Glaize said. ?If 7,000 cases went to Cuba, I might have been able to only sell 3,000 of them through other channels.?

The apples Glaize sends to Cuba have some defects ? the primary one being russeting that gives the skin a brownish discoloration ? but the taste and quality of the fruit is unaffected, he said.

?We couldn?t sell (an apple with extensive russeting) in this country, so it?s nice that we have that outlet,? Glaize said. ?(Cuba) gets a lower grade for a lower price, and the only difference is (these apples aren?t) as cosmetically appealing.?

Virginia?s agricultural exports to Cuba have increased from $838,000 in 2003 ? when they resumed after parts of the 1961 trade embargo were relaxed ? to nearly $65 million in 2011, according to Todd Haymore, Virginia?s secretary of Agriculture and Forestry.

?With agricultural exports for the first nine months of 2012 valued at $53 million, Cuba is a consistently valuable market for Virginia?s agricultural products,? Haymore wrote in an email.

Though the trade embargo has loosened, there are still obstacles for agricultural businesses that want to export to Cuba.

According to Haymore, there are restrictions on export financing terms ? exporters must rely on a third-party financial institution, usually a bank in Canada or France, to act as an intermediary to receive payment to a U.S. bank ? and agricultural goods require a U.S. Commerce Export License to be sold and shipped to Cuba.

The process of obtaining a license can be time consuming and create a barrier for trade, Haymore wrote.

Glaize has also experienced difficulties in exporting to Cuba.

?The government, with (Cuba) being a communist country that has an embargo, you have to jump through a lot of hoops to get our product in there,? he said. ?We?re exporting our apples legally because (Cuba) can take food products and health-oriented products.?

Haymore described Cuba as an important market for Virginia soybeans and apples and noted that the state has periodic exports of poultry and pork meat to the country. He added that Virginia ranks in the top three of states exporting to Cuba.

?Over the last five years, Virginia Department of Agriculture and Consumer Services marketing and development staff and I have worked in a strategic manner with Virginia exporters and Cuban officials in Havana and Washington, D.C., to build on the relationship that benefits both our producers and the Cuban people,? Haymore wrote. ?This relationship has helped a number of Virginia exporters, such as Glaize Apples, build a solid business base in Cuba over the past decade and will serve as a platform for continued growth into the future.?

Glaize said he sees the benefits the trade arrangement has on his business and for his employees on a regular basis.

?One thing it does is it allows us to keep these 50 people working more days than we would if we didn?t have the market,? he said. ?For every apple we can put into a cardboard box, we?re providing wages to all these people, we?re providing wages to the people that make the cardboard boxes, and if we don?t sell (apples) to Cuba, then they don?t go into the boxes ? it?s a real trickle-down deal.?
